GREAT questions! I think that some people may be simply stunned to do anything right off the bat. Me on the other hand, I react pretty quickly. It would have stopped right when this old turd said something. And if he even tried to do something, he would have been bloody on the floor rather quickly. I am not a mean person by any means, but when it comes to my family and the people I love, WATCH OUT!

Wait, let me get this straight, some old guy, unrelated to the mother and child, comes up and slaps the child in the face "multiple" times? Did he move too quickly for the mother to stop him? Was she paralyzed in fear? How did the man get near enough to the child to slap her? I'm only asking these questions to get a clear picture of the situation, not to put down the mother. I realize events like these happen in a matter of seconds. Not everyone can react like lightening.
I am not a strong woman but I have the strength to lift a car when it comes to my children's safety. You wouldn't have had to step in because I would have killed the guy who came near enough to my child to slap her.
Other questions that come to mind: Where in the hell was security BEFORE the guy could lay a hand on the child? What was the old guy thinking? Was he drunk or somehow impaired in his thinking so he thought hitting a child was ok? He was the adult, if he was so annoyed by a crying child, why the hell didn't he walk away?
I can only pity the child. How traumatized that little one must be. I hope she'll be ok.
I pity the mom. As a mom I always wanted to protect my little girls from the dangers of the world. I think the mom must feel pretty inadequate, scared, angry and traumatized herself.
I hope the a**hole gets more than a slap on the wrist for his behavior. Justice would include a jail sentence and the chance for the mom and her daughter to slap him in the face multiple times. Somehow, I don't think justice will prevail.
BTW, I wish you would have beat the guy until he shit himself. I don't usually have a mean streak, but when it comes to abused children, watch me roar.
